        Ms Williams was the lead quantitative researcher responsible for the evaluation of the Executive Development Programme which builds the capacity of senior managers in the South African National and Provincial Government Departments. The review also had an e-learning component.

        Technical support as embedded M&E consultants on the evaluation of the ICT4RED Cofimvaba eTextbook initiative in 26 schools in the Nciba circuit in the Eastern Cape, South Africa.

        Technical support as embedded M&E consultant on the evaluation of the DRDLR (Department of Rural Development and Land Reform) funded iSchool initiative in 60 rural Schools in South Africa.

        Evaluation of two learner focused ICT interventions and one educator focused ICT intervention in Gauteng Schools.

        Designed and implemented a longitudinal impact tracking evaluation for a Saturday School programme (Sharp Minds) involving 400 rural learners in 4 provinces in South Africa. It focused on maths, science and English for grade 10 – 12, but also included an ICT component.

      • 2004 - 2005 MultiChoice Africa

        Conducted an evaluation of the MultiChoice Africa VUKA! Awards programme which gave newcomers and professional film makers the opportunity to produce Public Service Announcements flighted on the DSTV bouquet of channels.

        Conduct a review of the first 10 Years of the National Science Week (NSW) Programme of the Department of Science and Technology (DST).

        Assisted with the evaluation of the Academy of Science in South Africa for a project aimed at strengthening the National Academies of Science.

        Contributed to the evaluation of the “First Mile First Inch” Technological Programme implemented in Mozambique funded by the IDRC (international Development Research Centre).

      • 2008 - 2010 Transnet Foundation

        Logitudinal impact tracking evaluation for a Saturday School programme (Sharp Minds) involving 400 rural learners in 4 provinces in South Africa. It focussed on Maths, Science and English for grade 10 to 12, including an ICT component.

      • 2008 - 2009 French Embassy in Pretoria

        Conducted an evaluation of the Fund for Social Development Projects implemented from 2005 – 08. Assisted the Embassy with the pre-screening of applications and evaluation of proposals in terms of OECD DAC criteria.

        Site-audits of 30 income generating / social development projects in Mpumalanga and KwaZulu-Natal.

      • 2005 - 2006 CARE International

        Analysed and reported on quantitative data from approximately 900 projects from 75 countries.

      • 2004 PetroSA

        Gap analysis of current reporting practises against sustainability reporting requirements.

      • 2004 Multichoice

        Development and implementation of a monitoring, evaluating and reporting system for corporate investment performance.

      • 2003 Sustainability Research and Intelligence

        Development of a quantitative scoring model for data analysis to assess company sustainability performance for the Johannesburg Stock Exchange Social Responsibility Index.

      • 2003 PetroSA Development Trust

        Review of social investment performance. This included aspects such as: Instrument design, Interview and focus groups, Quantitative and Qualitative analysis and reporting.

      • 2003 MTN Foundation

        Review of social investment performance. Including Instrument design, Strategic review, Interviews with focus groops, Quantitative and Qualitative analysis and reporting.

      • 2003 Anglo Platinum

        Development of a toolkit for feasibility assessment, management as well as monitoring and evaluation of corporate social investment and local economic development initiatives.

    M&E Frameworks and Technical Assistance

    • 2016 - 2018 VVOB, The Flemish Association for Development Cooperation and Technical Assistance

      Built the capacity of staff at the South African Council of Educators (SACE) to develop and implement a monitoring and evaluation framework to measure organization-wide performance and to track the rollout of the Continuous Professional Teacher Development system.

    • 2016 - 2017 Sumbandila Trust

      Developed an M&E framework to track the implementation of an ICT initiative in Limpopo, and then supported the organization with the implementation of it.

    Data Quality Audits

    • 2016 - 2017 MEASURE Evaluation SIFSA

      Conducted a baseline data quality assessment of 22 health indicators as captured over a three month period, in 380 Gauteng Clinics.
